EU public procurement: EU Council conclusions on ECA report

The EU Auditors’ report had criticised the decreasing competition in EU public procurement over the last decade, particularly in view of the large proportion of direct awards in some member states and single bidder procedures. The public procurement market is estimated at €2 trillion per year, or 14% of the EU’s gross domestic product (GDP).
