ECA discussion: How transparent is EU COVID recovery money?

Is COVID recovery funding disbursed transparently from Brussels to national capitals, and from national treasuries to final recipients? The EU set up the Recovery and Resilience Facility (RRF) in early 2021. €724 billion were initially available to the 27 member states, making the RRF the largest EU funding instrument to date. On 15 October, the European Court of Auditors will hold a conference on how transparent and traceable the instrument

In early September, the EU Commission will present a legislative proposal for a Comprehensive Programme for Palestinian Recovery and Resilience, which will be designed to help the Palestinian Authority reach budgetary equilibrium by 2026 and ensure long-term financial sustainability.

EIB and Deutsche Bank to boost Europe’s wind manufacturers

EIB activates €5 billion initiative for wind industry with €500 million counter-guarantee to Deutsche Bank. Under this pilot project EIB will support Deutsche Bank to issue advance and performance bonds of up to €1 billion to support the construction of new wind projects. The deal is part of the EU Wind Power Package to accelerate the green energy transition in Europe.

EU Commissioner Várhelyi’s address at the Budapest COSAC Chairpersons’ meeting

The Conference of Parliamentary Committees for Union Affairs (COSAC) brings together the EU affairs committees of national Parliaments, as well as Members of the European Parliament. COSAC plenary meetings take place twice a year. EU Commissioner Olivér Várhelyi is Hungary’s member of the EU Commission, responsible for Enlargement and Neighbourhood Policy.

CEF Energy: Three new projects to join Renewable Energy Cross-border Projects list

The EU Commission has announced today that three more projects have obtained the status required to be part of the List of Renewable Energy Cross-border Projects (CB RES list) under the Connecting Europe Facility for Energy (CEF Energy). The list, launched for the first time in August 2022 and updated in September 2023, has now a total of eight projects.

EIB: Belgian logistics real estate player WDP gets €250m loan to expand green energy

The EIB credit is to fund renewable energy and clean transport infrastructure at WDP logistics centres mainly in Belgium, the Netherlands and Romania. WDP will provide tenants with solar roofs and more electric-vehicle charging stations.

Excessive deficits: EU Council launches procedures against seven member states

The EU Council adopted decisions establishing the existence of excessive deficits for Belgium, France, Italy, Hungary, Malta, Poland and Slovakia. In addition the Council established that Romania, which is under the excessive deficit procedure since 2020, has not taken effective action to correct its deficit and therefore the procedure should remain open.

Industrial decarbonisation: EU Commission approves €750m Dutch state aid

The European Commission has approved a €750 million Dutch scheme to support investments in the decarbonisation of industrial production processes to foster the transition towards a net-zero economy. The scheme was approved under the State aid Temporary Crisis and Transition Framework (‘TCTF’).
