The European Commission has today launched a short, additional targeted consultation to gather information on the single market dimension of the Rule of Law Report. The results of this consultation will feed into the preparation of the 2025 Rule of Law Report.

In her Political Guidelines for 2024-2029, President von der Leyen announced that a single market dimension would be added to the Rule of Law Report, covering issues affecting businesses, in particular SMEs, operating across borders.

Henna Virkkunen, Executive Vice-President for Technological Sovereignty, Security and Democracy, said:

The inclusion of the Single Market dimension in the Rule of Law Report is an important step forward. The rule of law and the proper functioning of the single market are inseparable, both of which are essential for economic stability, legal certainty and trust between Member States. We are strengthening the resilience and unity of the Union.

Michael McGrath, Commissioner for Democracy, Justice, Rule of Law and Consumer Protection, said:

The rule of law underpins both our democracies and the Single Market. Adding this dimension to the 2025 report ensures that we address the challenges that businesses face, promoting fairness and trust.

The consultation is open to all interested parties, including economic actors at European and national level. It complements the  ongoing consultation on the 2025 Rule of Law Report.
