On the 11th of October, the Commission has received the second payment request from Finland for €378.1 million in grants (net of pre-financing) under the Recovery and Resilience Facility (RRF).

Finland’s second payment request concerns 23 milestones and four targets. It covers reforms that aim at attracting talent to study and work in Finland, supporting the transition to climate neutrality, and improving the public employment services process.
The request also covers important investments in the areas of renewable energy, digitalisation of transport, and the acceleration of cutting-edge technologies through support for innovative projects. The expansion of student places in higher education and the improvement of national and local research infrastructures to strengthen Finland’s competitiveness are also included in the areas of investment.

The Commission will now assess the request and will then send its preliminary assessment of Finland’s fulfilment of the milestones and targets required for this payment to the Council’s Economic and Financial Committee.

Finland’s overall Recovery and Resilience Plan will be financed by €1.95 billion in grants.
