Recovery and Resilience Facility

Ministers will take stock of the implementation of the Recovery and Resilience Facility (RRF).

The Council will aim to adopt implementing decisions approving modified recovery and resilience plans, submitted by some member states.

Russia’s aggression against Ukraine
Ministers will be informed of the state of play of the economic and financial impact of Russia’s aggression against Ukraine.

European Semester
The Council will exchange views on lessons learnt from the 2024 cycle of the European Semester.

 

International meetings
The Council and Commission will debrief ministers on the main results of the G20 finance ministers and central bank governors meeting that took place on 25-26 July 2024.

The Council is expected to approve the EU terms of reference and IMFC Statement in view of the G20 finance ministers and central bank governors meeting on 23-24 October 2024 and the IMF annual meetings.

Climate finance
The Council will aim to approve the conclusions on climate finance in view of the 2024 UN climate change conference, COP29, on 11-22 November 2024.

Taxation: EU list of non-cooperative jurisdictions
The Council will seek to approve conclusions on the revision of the EU list of non-cooperative jurisdictions for tax purposes. Ministers will receive a regular update of the list based on work in the Code of Conduct (business taxation) Group.

Financial services
The Presidency will present the state of play of legislative proposals in the field of financial services. Ministers will also be informed of the state of play in implementing EU legislation in the field of financial services. These are recurrent items on the ECOFIN agenda.
