Upcoming audit report on the EU’s new revenue based on plastic waste

On Monday 16 September, the European Court of Auditors (ECA) will publish a special report on the EU’s new own resource based on non-recycled plastic packaging waste.

About the topic

The EU’s own resources are the main sources of revenue for the EU budget. Until 2021, there were three such sources: traditional own resources (mainly from customs duties levied on imports to the EU), the VAT-based own resource, and the GNI-based own resource. In January 2021, the EU introduced a new one based on non-recycled plastic packaging waste generated by member states. In 2023, revenue from the plastic-based own resource amounted to €7.2 billion, i.e. 4% of the EU’s total revenue.

About the audit

The auditors assessed whether the European Commission and EU countries were well prepared for the introduction of the new own resource, and whether they could ensure the comparability and reliability of the data for calculating the member states’ contributions. The conclusions of this audit will also provide lessons that can be relevant to the management of any other own resources which are introduced in the coming years.
