Land transport and road safety

Ministers will aim to agree a general approach on the Commission’s proposals to:

– reform EU legislation related to driving licences

– amend a directive aiming at facilitating the cross-border exchange of information on road safety-related traffic offences

– amend a regulation regarding breaks and rests in occasional passenger services

Ministers are also expected to agree a general approach on a proposal for a regulation on the accounting of greenhouse gas emissions of transport services and will take note of a progress report on a revised directive on weights and dimensions for heavy-duty vehicles (HDVs), as part of their work on the ‘greening freight transport’ legislative package.

Maritime safety

The Council will aim to reach an agreement for a general approach on the Commission’s proposals for revised directives on port state control, ship-source pollution, compliance with flag state requirements and accidents investigation in the maritime sector, as part of its work on the ‘maritime safety’ legislative package.

Transport infrastructures 

Ministers will hold an informal lunch to discuss the subject of financing of transport infrastructures.

Other matters

The presidency will also inform ministers on the state of play of current legislative files:

– the single European sky ‘package’ aiming to reform and modernise Europe’s air traffic management system

– the revised regulation for the trans-European transport network (TEN-T) providing for sustainable and effective transport across the Union while strengthening social, economic and territorial cohesion

– the directive on the Union-wide effect of certain driving disqualifications

The Croatian, Cyprus, Greek, Italian, Maltese and Portuguese delegations will inform ministers on issues of concern for the maritime freight transport linked to the implementation of the emissions trading scheme (ETS) directive, and the Dutch delegation on the issue of fatigue among European pilots.

The Polish, Slovak and Hungarian delegations will also inform the Council on the impact of the functioning of the EU-Ukraine agreement on the carriage of freight by road on the transport sector.

Finally, the Belgian delegation will inform ministers on the working programme of the upcoming presidency during the first semester 2024.
