Agriculture and fisheries ministers will meet in Brussels on 20 November 2023. They will hold their first discussion on the fishing opportunities for 2024 in the Atlantic and the North Sea, and in the Mediterranean and the Black Sea. Ministers will seek to approve a set of conclusions on a long-term vision for the EU’s rural areas and, among other topics, they will discuss the state of play of the proposal for a regulation on new genomic techniques.

Fishing opportunities for 2024

The Council will hold an exchange of views based on a presentation by the Commission of its proposals on fixing the fishing opportunities in the Atlantic and the North Sea, and in the Mediterranean and the Black Sea.

Agriculture

Conclusions on a long-term vision for the EU’s rural areas (LTVRA)

During a public session, agriculture ministers will seek to approve conclusions on a long-term vision for the EU’s rural areas.

Other business

New genomic techniques (NGTs)

The Spanish presidency will publicly provide information on the state of play of ongoing work on the proposal for a regulation on plants obtained by certain new genomic techniques and their food and feed products. Under this point, the Croatian delegation is also expected to provide information on the topic.

Forestry

During a public session, the Commission will update ministers on the implementation of the EU forest strategy for 2030, the Austrian delegation is expected to provide information on the ‘For Forest’ group, while the German delegation is expected to inform ministers about support measures for partner countries regarding deforestation.

Additionally, also in public session, the Italian delegation is expected to provide information to the Council on the role of farmers in ensuring the sustainability of rural areas, and the French delegation is expected to provide information on a partial application of GAEC 8 for 2024.
