Swedish EU Presidency: Conference on preventing violent extremism and terrorism – challenges and responses

Violent extremism and terrorism continue to present challenges locally, nationally and globally. At this conference, experts and policy-makers will discuss some of the current challenges and different initiatives to further develop the preventive work.

Session I: Violent Extremism and Terrorism – Trends and Challenges

The current security situation is complex, with several actors, networks, organisations and even states posing different threats to the rule of law, human rights, liberal democracy and to our citizens in the EU and beyond.

Session II: Violent Right-Wing Extremism

Violent right-wing extremism is an evolving and worrying threat in some Member States, in combination with a constant stream of violent right-wing online content with a worldwide reach.

Session III: Preventing Attacks from Lone Actors

Lone actors pose a threat to security services all over the world. We know that radicalisation and recruitment take place online, thus making it significantly more difficult to assess the threats and find the individuals planning attacks.

Session IV: Online Radicalisation and Recruitment to Violent Extremism and Terrorism

The current situation regarding online radicalisation and recruitment to violent extremism and terrorism sees an increasingly blurred line between what constitutes terrorist content online, violent extremist propaganda and the promotion of violent acts not linked to identifiable organisational structures or clearly defined ideologies.

Session V: Accountability, Prosecution and Reintegration

Terrorist organisations have committed grave abuses of international human rights law, international criminal law and international humanitarian law. These are acts that may amount to war crimes, crimes against humanity and genocide. The work does not stop with the prosecution of these offences; there is a need to develop the preventive work in prisons to reduce the risk of violent recidivism.

Session VI: Knowledge Hub – The Way Forward

The Counter-Terrorism Agenda for the EU presented in December 2020 announced that the European Commission will create an EU Knowledge Hub on the prevention of radicalisation for policy-makers, practitioners and researchers.
