MEPs On Tuesday approved a Frenchman as Chair and a Finn as member of the Single Resolution Board, the EU’s authority tasked with ensuring an orderly resolution of failing banks.

MEPs of the economic and monetary affairs committee approved by secret ballot Frenchman Dominique Laboureix for the position of Chair of the Single Resolution Board (SRB) by 42 votes in favour, 5 against and 5 abstentions. They then approved, also by secret ballot, Finnish woman Tuija Taos as board member by 43 votes in favour, 4 against and 5 abstentions.  These recommendations will now go to the November plenary session which will be asked to definitevely set Parliament’s position. The European Parliament is required to approve candidates for positions on the board of the SRB.

On Monday, MEPs heard and questioned the two candidates.

During the hearing of Mr Laboureix, MEPs asked how the candidate would go about better cooperation between the SRB and national resolution authorities as well as what he saw as the main managerial challenges facing the SRB. They also sought to find out what lessons Mr Laboureix had gained from his time serving on as a board member, notably through the resolution of Spain’s Banco Popular. MEPs also sought reassurances from Mr Laboureix that, if elected, he would do more to increase the amount of women in managerial positions at the SRB and that he would facilitate the disclosure of SRB documents.

When sounding out Ms Taos, MEPs asked how she saw the relationship between the SRB and national resolution authorities and how the impediments to resolvability issue could be addressed better.

Background

The Chair and members of the board of the SRB are chosen according to Article 56 of the Regulation establishing the Single Resolution Mechanism. The EP must approve the candidates for positions on the board of the SRB for them to be able to then take office.  Once the EP has approved a candidate the Council is then required to confirm the approval.

Heute hat der Wirtschafts- und Währungsausschuss mit Dominique Laboureix einen neuen Vorsitzenden und mit Tuija Taos ein neues Mitglied des Aufsichtsboards des gemeinsamen Banken-Abwicklungsmechanismus (SRM) nominiert. Der wirtschaftspolitische Sprecher der EVP-Fraktion im Europäischen Parlament, Markus Ferber, erklärte dazu:

„Dominique Laboureix tritt als Nachfolger von Elke König in große Fußstapfen. Gerade vor dem Hintergrund einer drohenden Rezession könnte der Abwicklungsmechanismus künftig öfter gefragt sein als in der Vergangenheit. Umso wichtiger ist es, dass die europäische Abwicklungsbehörde mit Umsicht und ruhiger Hand geführt wird. Die beiden neuen Mitglieder des Aufsichtsgremiums bringen langjährige Erfahrung in der Bankenaufsicht und -abwicklung mit und sind für die kommenden Herausforderungen bestens gewappnet.“
