Question for written answer  E-000951/2022
to the Commission
Rule 138
Patrick Breyer (Verts/ALE)
 Answer in writing
Subject: Use of Palantir software by Europol
In 2012, a EUR 5 million contract was signed by Europol with the Capgemini consulting company for the provision of an analysis system. However, the ‘Gotham’ package proved to be substandard, which meant that its entry into operation was delayed. Furthermore, it turned out to be incompatible with the Europol IT environment. Eight problem areas have now been registered. However, according to an EDPS report, Europol continued to use the ‘Gotham’ operating system right up to the third quarter of 2021 before replacing it.

1. What software or services did Europol order from Palantir and when? When were they delivered or supplied?

2. Which Europa data files were accessed by the software and what problems arose with it?

3. What software has replaced the Palantir system and what other applications or platforms with similar functions are being used by Europol?
