Today, the EU Commission has received Spain’s fifth payment request under the Recovery and Resilience Facility (RRF), for up to €6.7 billion in grants and €15.4 billion in loans, net of pre-financing. These amounts are subject to increase to €8 billion in grants and €15.9 billion in loans net, should the Council formally adopt the revision of the Spanish plan.

Spain’s request concerns a total of 84 milestones and targets, with 55 of these brought forward from future instalments, and it combines the fifth grant instalment with the first and second loan instalments.

The request covers reforms to advance the green transition, such as increasing renewable energy capacity, enhancing energy efficiency, improving permitting processes, and incentivising the decarbonisation of buildings and the greening of the agricultural sector. It encompasses measures to support entrepreneurs, strengthen the university system, modernise the judicial system, improve taxpayers’ digital support platforms, and advance a comprehensive tax reform. The request also covers important investments to drive the green and digital transitions, foster innovation, upgrade railway infrastructure, and strengthen support for the labour market, health system, education and universities.

The Commission will now assess Spain’s fulfilment of the milestones and targets linked to this payment request. It will then share its preliminary assessment with the Council’s Economic and Financial Committee.

Spain’s overall Recovery and Resilience Plan will be financed by €163 billion in loans and grants. More information on the Spanish plan is available online.
