1. The Commission has developed an implementing regulation to improve the provision of data for monitoring and evaluation of the Common Agricultural Policy (CAP) Strategic Plans. The new set of data will be reported annually at project level, which will allow a close monitoring and improved evaluations of the infrastructure projects supported by the CAP plans, including projects supported by LEADER1.
2. Under shared management of the CAP, Member States authorities must carry out checks to prevent and detect irregularities. They must perform in situ visits on all tourism infrastructures (like for other investment measures) at least once before final payment2 and on the spot checks each year covering at least 5% of the expenditure declared3. A risk analysis must ensure that an adequate share of tourism infrastructures are controlled. During the 5 years after final payment, to verify durability obligations4, Member States must control export at least 1% (based on risk analysis) of all investments each year (including tourism projects)5.
3. The Commission has accepted the recommendation on targeting of spending on viable projects and will facilitate the sharing of best practices between Member States.
