Today, the Commission has disbursed a fifth payment of €11 billion to Italy, in the form of grants and loans (net of pre-financing), under the Recovery and Resilience Facility (RRF).

As with all Member States, payments made to Italy under the RRF are granted based on the results achieved in the effective implementation of the investments and reforms outlined in its recovery plan.

The fifth payment request covers 54 milestones and targets. These include significant steps in the implementation of 14 reforms and 22 investments in areas such as competition law, public procurement, waste and water management, justice, expenditure review framework, and education.

On July 2, 2024, the Commission approved a positive preliminary assessment of 53 milestones and targets related to Italy’s fifth payment request amounting to €11 billion. The subsequent favorable opinion from the Economic and Financial Committee of the Council paved the way for the Commission to adopt a final decision on the disbursement of the funds.
