The European Commission has approved, under EU State aid rules, a change to the map of France for the granting of regional aid until 31 December 2027, as part of the revised Regional Regional State Aid Guidelines.

On 21 January 2022, the Commission approved the initial regional aid map for the period 2022-2027 for France, including the possibility for France to designate other areas eligible for regional aid in the future under the derogation provided for in Article 107(3)(c) of the Treaty on the Functioning of the European Union (“c” areas),  Specifically, the non-predefined “C” zones. The map was then amended three times by the Commission, first on 16 May 2022 to designate the non-predefined ‘c’ zones, and then on 20 November 2023, as part of the mid-term review. More recently, on 3 September 2024, it was amended to allow for increased aid intensities for investments covered by the Regulation establishing the Strategic Technologies for Europe Platform.

The modification of the map approved today, extends the non-predefined “c” zones already designated on the regional aid map by adding additional zones in the regions: Hauts-de-France, Normandy, Auvergne-Rhône-Alpes, Occitanie, Nouvelle-Aquitaine and Île-de-France. The maximum intensity in favour of large companies in the already designated non-predefined ‘c’ zones remains 15 % of the eligible investment costs.

The non-confidential version of today’s decision will be made available under the case number SA.117282 in the State Aid Register on the DG Competition website once any confidentiality issues have been resolved.
