Statement on the Union of Skills by the Employment and Social Affairs Committee Chair
Press statement by MEP Li Andersson, Chair of the Employment and Social Affairs Committee, on the Commission’s presentation of the Union of Skills.
Reacting to the Commission’s presentation of the Union of Skills earlier today, Li Andersson (The Left, FI), Chair of the Social Affairs and Employment Committee, said: “In these times of rapidly rising skills shortages, I welcome today’s presentation of the Union of Skills. For the EU to remain competitive, we need people with basic skills and need to retain the talents we have, which is why I consider the Union of Skills’ focus on up- and re-skilling essential.
“There is no competitive European Union without strong commitments to its social dimension, and we need clear and binding targets prioritising the well-being of all workers. The EU must have a clear and strong focus on quality jobs, more up- and re-skilling, and an attractive labour market where education and vocational training play a crucial role. We need more technical skills in the EU and more women in science, technology, engineering, and mathematics (STEM), which is why I particularly appreciate today’s STEM Education Strategic Plan.
“However, I regret the Commission’s lack of legislative proposals for the EU’s social dimension or the enhancement of skills in the EU. As AI and algorithms play an increasing role at the workplace, we must ensure our workforce is prepared and has the necessary skills. The EU needs clear rules on the use of AI at work, not only to remain competitive, but also to prepare and protect our workers.”

Unter dem Titel “Kompetenzen-Union” hat die EU-Kommission heute weitere Maßnahmen bekannt gegeben, mit denen in den kommenden Jahren europaweit Talente, Aus-und Weiterbildung sowie Fachkräfte gefördert werden sollen.
Sabrina Repp, bildungspolitische Sprecherin der Europa-SPD:
„EU-Kommissarin Roxana Mînzatu hat ihren Aktionsplan für die Stärkung von Kompetenzen für den Arbeitsmarkt vorgestellt. Ich begrüße diese Initiative ausdrücklich – doch sie kann nur erfolgreich sein, wenn sie gezielt jene jungen Menschen fördert, die bislang benachteiligt sind. Besonders für Jugendliche aus ländlichen Regionen und sozial schwächeren Verhältnissen müssen wir bessere Bildungschancen schaffen. Der Zugang zu Bildung und Qualifizierung darf nicht vom Wohnort oder dem Einkommen der Eltern abhängen. Wenn wir Europa wirklich wettbewerbsfähiger machen wollen, müssen wir allen jungen Menschen die gleichen Chancen auf eine hochwertige Ausbildung und berufliche Perspektiven bieten – unabhängig davon, wo sie aufwachsen.
Die ‘Union of Skills’ soll Europas wirtschaftliche Zukunft durch Investitionen in Talente und Fähigkeiten sichern. Doch dieser Anspruch bleibt bloße Rhetorik, wenn wir nicht sicherstellen, dass auch diejenigen profitieren, die es am dringendsten brauchen. Deshalb setze ich mich für eine stärkere Förderung von Erasmus+, gezielte Stipendienprogramme für Jugendliche aus ländlichen Regionen und vor allem eine bessere digitale Infrastruktur ein. Gerade in strukturschwachen Gebieten müssen wir garantieren, dass moderne Bildungsangebote für alle zugänglich sind.
Mit Blick auf die bevorstehende EU-Haushaltsplanung fordere ich eine deutliche Mittelerhöhung. Die Haushaltsperiode 2028–2034 wird der Prüfstein sein. Ohne ein spürbar höheres Budget für Schlüsselprogramme wie Erasmus+ bleiben viele Ambitionen reine Theorie. Klar ist: Europas Wettbewerbsfähigkeit kann nur dann nachhaltig gestärkt werden, wenn alle jungen Menschen – unabhängig von Herkunft oder sozialem Status – die gleichen Chancen auf Bildung und Qualifizierung erhalten.“
Die heute veröffentlichte Mitteilung wird von einem Aktionsplan für Grundfertigkeiten und einem Strategieplan für die MINT-Bildung begleitet, um die Kompetenzen von Berufsanwärter:innen in den Bereichen Wissenschaft, Technologie, Ingenieurwesen und Mathematik zu verbessern, MINT-Berufe zu fördern und mehr Mädchen und Frauen dafür zu begeistern.

BusinessEurope on the Union of Skills: A key milestone in addressing the EU’s skills and labour shortages
BusinessEurope has reacted to today’s launch of the Union of Skills initiative. BusinessEurope Director General Markus J. Beyrer said:
“Addressing the skills and labour shortages that are holding companies back is central to a successful industrial strategy and creating quality jobs. BusinessEurope warmly welcomes the launching of the Union of Skills on the same day as the signing of the European Social Dialogue Pact. This Union of Skills is designed to support Member States and social partners in their efforts to better align education and training with labour market needs. It rightly recognises that actions to develop peoples’ skills are most efficiently taken at grassroots level.
We are pleased to see a focus on strengthening skills attainment at all levels of education, from basic skills to science, mathematics, technology and engineering (STEMs). Today, 30% of 15-year-olds in the EU lack minimum proficiency in maths and approximately 25% struggle with reading and science. The wider development of digital credentials as a tool to encourage the mutual recognition of skills and qualifications across borders within the EU and facilitate people’s mobility is another important aspect.
BusinessEurope looks forward to bringing the employers’ contribution to making the Union of Skills a reality and ensuring that companies across the EU have access to the skilled workforce they need to thrive.”
