Parties to the Paris Agreement shall submit their first Biennial Transparency Report (BTR) and National Inventory Report (NIR), if submitted as a stand-alone report, in accordance with the modalities, procedures and guidelines (MPGs), at the latest by 31 December 2024. The least developed country Parties (LDCs) and small island developing States (SIDS) may submit the information referred to in Article 13, paragraphs 7, 8, 9 and 10, of the Paris Agreement at their discretion. Once submitted, the BTR will undergo a technical expert review process. A facilitative, multilateral consideration of progress will also be conducted for each Party.

Reporting, review and multilateral consideration

The table below includes Party submissions of First Biennial Transparency Reports (BTR1) and National Inventory Reports (NIR), if submitted as a stand-alone report; and other annexes to the BTR. The NIR consists of a National Inventory Document (NID) and the Common Reporting Tables (CRT). Technical expert review reports and summary reports of FMCP sessions are also published as they become available.
