The EU Commission has today launched a public consultation on the draft delegated act on access to data from online platforms for accredited researchers under the Digital Services Act.

With the Digital Services Act, researchers will have access to data for the first time to study systemic risks and assess risk mitigation measures of online platforms in the EU. It will enable the scientific community to play a key role in monitoring and safeguarding the online environment.

The draft delegated act clarifies the procedures for how researchers can access data from very large operating platforms and search engines. It also lays down rules on data formats and data documentation requirements. Finally, it is setting up the Digital Services Act Data Access Portal, a one-stop-shop for researchers, data providers and data processing centres to exchange information on data access requests. The consultation follows an initial call for papers.

The consultation will be open until 26 November 2024. After gathering public input, the Commission expects to adopt the rules in the first quarter of 2025.
