Answer given by Mr Gentiloni
on behalf of the European Commission
(22.9.2022)
The Commission is well aware of the challenges and issues small and medium-sized enterprises (SMEs) and start-ups are confronted with by the digital transition.
In its Communication on Business Taxation for the 21st century, the Commission announced a proposal for a new framework for income taxation with the aim to enhance the competitiveness of the Single Market, reduce compliance costs for businesses with crossborder taxable presence and support investment in the EU.
This new proposal is known as the ‘Business in Europe: Framework for Income Taxation’, or ‘BEFIT’. The Commission considers that it will contribute generally to both fair taxation and a sound business environment. This should also benefit start-ups and SMEs, by ensuring a level playing field for smaller-sized businesses, as compared to larger ones.
